Within the framework of the project “Monitoring the greening of the economy in the implementation of the EU-Ukraine Association Agreement”, which was implemented with the support of the Renaissance Foundation, it was determined which priority actions on the implementation of the Association Agreement with Ukraine on the greening of the economy and the mobilization of efforts to implement them. right now? It was found that it is expedient to introduce monitoring of the “greening” of the economy. Such monitoring involves the definition of indicators for “landscaping”.
It should be noted that indicators and indicators have already been proposed by UNEP, the OECD and other international organizations. For example, UNEP has formed 3 main blocks of green economy indicators, including:
– indicators of the transformation of the economy (for example, changes in investments: investments in renewable energy sources, public transport, etc.);
– indicators of the efficiency of the use of resources (materials, energy, water, land per unit of output, total or GDP per capita); indicators of progress and well-being (education, health, social protection systems, etc.).
The OECD has developed a system of green growth indicators, including
– assessment of socio-economic parameters of the productivity of the use of natural resources,
– assessment of environmental activities.
It should be noted that a comparative analysis of European indicators is being carried out to determine which of them are most adapted to Ukraine and for their further improvement and implementation in various sectors of the economy. First of all, in the industry. We hope that the industrialists and entrepreneurs will get an effective mechanism for analyzing the level of “greening” their own technological processes.
Blitz survey of Ukrainian entrepreneurs.
As part of the project “Monitoring the greening of the economy in the implementation of the EU-Ukraine Association Agreement”, carried out with the support of the Renaissance Foundation, a survey of domestic enterprises was conducted (Blitz-Interview Method) in order to:
– Assess the level of awareness of entrepreneurs and find out what information is missing in order to bring their business processes into line with the concept of a green economy;
– to identify problems faced by enterprises in the process of “greening”; to monitor the attitude (expectations, mood, public opinion) of entrepreneurs towards the implementation of “greening” processes.
The survey took place during the International Forum INNOVATION MARKET 2018 (21-23 November 2018), the International Food Products Fair UKRAINIAN FOOD EXPO (December 12-14, 2018). In the course of the conducted survey, it was discovered
low awareness of entrepreneurs about support measures and green stimulation,
poor awareness of the implementation of sustainable financing principles,
the unwillingness of some entrepreneurs to implement “green” measures that they can not explain (the reason – they do not see the benefits and benefits of such activities)
The research conducted by a group of scientists within the framework of the Renaissance Foundation project proved that, according to the positive international experience of the EU, the state (in the form of the Ministry of Economic Development and Trade) should fundamentally change the structure of public procurement – only environmentally friendly goods and services should be purchased at state expense. To ensure this, it is advisable to undergo an appropriate environmental examination, the procedures to be determined by a separate document. Enterprises should make efforts to anticipate changes in market conditions for their products and services based on global trends in the demand and supply ecologization and to advance efforts to modernize production and waste disposal. Currently, there is the formation of new business models aimed at developing and implementing environmentally-friendly innovations and on the complexity of production. Already the requirements for the professional level of employees are changing, enterprises will actively involve the personnel to improve their skills and acquire new skills and competencies. At the time, proposals from the state and powerful industrial and financial corporations to stimulate the lending of innovative development and start-ups. To do this, it is necessary to propose possible options for cheapening loans and providing targeted financing at the level of individual environmental innovation projects.
The introduction of balanced sustainable forms of the green economy should be based on the main market laws, and this will be the subject of the following posts.
Within the framework of the project supported by the Renaissance Foundation, an analysis of the domestic legal and regulatory framework for documents influencing the achievement of sustainable development of the country, the introduction of green technologies and the promotion of “greening” processes in the industrial sector of the economy was carried out. As a result, a compliance table is drawn up regarding the prospects of greening the economy in the legal acts of Ukraine and the EU (which are in line with the basic provisions of the Association Agreement between Ukraine and the EU, in particular those that allow to control and assess the impact of the implementation of the sections of the Agreement on sustainable development through the assessment of the impact of trade aspects of sustainable development, as well as the Chapters and provisions of Section V “Economic and Industrial Cooperation” in relation to the compliance of sectoral policies with the obligations under the Annexes to Section V; priorities of the Eastern Partnership Initiative and priorities for the implementation of the Sustainable Development Goals).
The indicators of monitoring greening of the economy, used by the OECD methodology and other methods known from scientific and literary sources of information, from sources of statistical information (Derzstat of Ukraine, Eurostat, etc.) have been analyzed, and proposals have been formulated regarding the List of Indicators in order to maximize their coherence with European counterparts for the sake of promoting the strengthening of control over the processes of greening in certain sectors of the economy, and, first of all, in the industrial sector.
Institute of Green Economics launches the project “Monitoring of the greening of the economy during the implementation of the Agreement on the Association of Ukraine with the EU” within the framework of the “Public Synergy” program.
The project involves expert analysis and monitoring of greening the economy within the framework of implementing the priorities of the EU Association Agreement, which includes: analysis of state strategic documents in the field of greening the economy, in particular, contained in the Strategy of Industrial Development of Ukraine until 2025, in the National Strategy for Waste Management till 2030 and the new Energy Strategy by 2035, for compliance with the Association Agreement with the EU, with other international agreements; assessment of the current state and identification of topical issues in the priority sectors of the economy on the subject of compliance with the provisions of the Association Agreement with the EU; development of proposals for the improvement of state policy in this area.
The results of the project implementation are:
– raising public awareness about the greening of the economy aimed at the effective use of natural resources, minimizing waste and pollution, while updating business models on the basis of productive, environmentally sound technologies to support economic growth and employment, within the framework of the implementation of the Association Agreement with the EU;
– the publication of an electronic bulletin, which will contain up-to-date information on the processes of landscaping and their compliance with the provisions of the Association Agreement with the EU, and recommendations to authorities, producer associations, public organizations to more effectively promote the greening of the national economy and to form a common vision of priority tasks and promising actions in this direction.
Within the framework of the signed agreement with the Danish Energy Agency, the Ministry of Energy, Municipal Economy and Climate in Danish, experts from the Institute of Green Economy have prepared a report on “Approbation of the mechanism of the expert assessment of the strategic environmental assessment of the action plan for the implementation of the energy strategy of Ukraine”. The report addresses the following issues:
– the content and main objectives of the state planning document (Action Plan for the Energy Strategy), its link with other documents of state planning;
– a description of the current state of the environment, including the health of the population, and projected changes in this state (without the influence of the state planning document);
– a description of the change in the state of the environment, the living conditions of people and the health of the population in areas likely to be affected, as a result of the implementation of the Action Plan for the energy strategy;
– existing environmental problems, including the risks of their impact on public health, relating to the state planning document, including those relating to protected areas;
– proposals for the improvement of the Action Plan to reduce the environmental and social risks of its implementation.
From December 18, 2017, the construction or reconstruction of an enterprise requires an assessment of the environmental impact. Since that date the Law of Ukraine “On Environmental Impact Assessment” has entered into force, and the Law of Ukraine “On Environmental Expertise” has expired.

A meeting of the working group on the development of plans for implementation of the energy strategy of Ukraine for the period up to 2035 “Security. Energy efficiency. Competitiveness “in the first stage of” Energy Sector Reform “(up to 2020)
On October 31 – November 2, 2017, a sub-regional training seminar “Exchange of experience on the implementation of strategic environmental assessment (SEA) and environmental impact assessment (EIA) in the selected countries of Eastern Europe, the Caucasus and Central Asia” was held at the Hotel “Glybivka”, Kyiv region. “Organized by the United Nations Economic Commission for Europe (UNECE) in the framework of the European Union-funded EaP Green program” Ecologization of the economy in the countries of the Eastern Partnership “. Organizational and technical support was provided by the public organization “Institute of Law-making and Information Technologies” (Ukraine).
In the three-day seminar, 30 environmental specialists from Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Moldova and Ukraine participated in the training on the implementation and use of the SEA tool.

Institute of Green Economics signed an agreement with the Danish Embassy in component testing mechanism expert strategic environmental assessment action plan to the Energy Strategy of Ukraine.
In order to fulfill the main tasks in accordance with the agreement No. 2017 – 30626 dated 01.08.2017, “Report on approbation of the mechanism of the expert component of the strategic environmental assessment of the action plan for the implementation of the energy strategy of Ukraine”, the Green Economy Institute has attracted Ukrainian experts with experience in the field of strategic environmental assessments, assessments of social, economic, and environmental risks, energy, energy efficiency and experience and knowledge on environmental issues.
Experts have found the feasibility of conducting the SEA Action Plan for the implementation of the Energy Strategy of Ukraine in connection with the compliance of this procedure with the requirements of the Association of Ukraine with the EU; The main stack-holders are defined.
The created working group of experts held a meeting, which discussed and agreed a plan of work for determining the volume of SEA and the preparation of an application for SEA regarding the Action Plan for the implementation of the Energy Strategy of Ukraine.
