This report was prepared by experts Lyudmila Musina and Tatiana Kvasha in collaboration
with the staff of the State Statistics Service, the Ministry of Economic Development and Trade and
the Ministry of Ecology and Natural Resources of Ukraine, based on methodological approaches
proposed in OECD reports Towards Green Growth: Monitoring Progress. OECD Indicators (2011)
and Green Growth Indicators 2014. OECD Green Growth Studies (2014), draft guidelines Measuring
the Green Transformation of the Economy for EU Eastern Partnership countries (February 2016), as
well as recommendations made by workshops on measuring green growth held in Kiev, Ukraine, in
June 2014 and December 2015 and attended by OECD experts.
An important contribution to the preparation of the report was made by OECD experts
Angela Bularga, Krzysztof Michalak and Mikaela Rambali, while the Institute of Green Economics
provided organisational support.
This report on Green Transformation in Ukraine was made possible through the support of
the Organisation for Economic Co-operation and Development (OECD) provided within the
